ACE Ocean 64 – What is the role of the Secondary Notify Party (SNP) in the import process?

The Secondary Notify Party (SNP) is a person or organization that is designated by an import business to receive notification from the U.S. Customs and Border Protection (CBP) agency in the event that the import business fails to pay customs duties, taxes, and fees that are due on imported goods. The SNP serves as an additional point of contact for the CBP and may be responsible for assisting the import business in resolving any issues related to unpaid customs duties, taxes, and fees. The SNP may also be responsible for providing additional bond coverage if the import business’s bond is insufficient to cover the amount due.

The Secondary Notify Party are limited participants in ACE Ocean. The participant may perform the following:

  • Receive status notifications on behalf of a primary carrier
  • Request permit to transfers
  • Arrive in-bonds on behalf of the primary carrier
  • Entering the Second Notify SCAC will allow the SNP to receive a copy of the Bill of Lading releases or BL status. It is mandatory for NVOCC bill to provide vessel operator’s SCAC in this field
