In a multiple-tier consolidation scenario, the master loader is responsible for ensuring that their co-loaders have submitted the necessary information to the CBSA, including the House bills. If the co-loaders do not submit their House bills on time, the master loader should reach out to them to resolve the issue. This is important because without the complete information, the CBSA will not be able to perform a proper risk assessment of the cargo. If the issue is not resolved, the cargo may not be loaded.
