ACI eHBL 047 – In the case of multiple-tier forwarders/co-loaders filing HBLs, should each HBL filing refer to the primary Cargo Control Number (CCN)? And should the HBL Close filings refer to both the primary CCN and the previous CCN?

Each house bill within the chain of cargo control must have the primary Cargo Control Number (CCN) included, which is a mandatory data element. The house bill close message must include the previous CCN and the corresponding house bill numbers.

The primary CCN is the CCN of the Cargo Control Document that was used to report the goods to the Canadian Border Services Agency (CBSA) at the First Point of Arrival (FPOA). For freight forwarders, this is the CCN of the marine, air, highway or rail carrier. This must be included in the electronic house bill submission. 

The previous CCN is the CCN of the Cargo Control Document that immediately precedes the current document in the chain of cargo control. This must be included in the house bill close message as a mandatory data element and represents either a consolidated primary cargo or a consolidated house bill.
