ACI eHBL 128 – The consignee is the steamship line and the forwarder in Canada is the notify party on the rail manifest. How can we file eManifest for cargo that is not consigned to us?

The CBSA has confirmed that the forwarder is allowed to file an eHBL data set referencing the rail primary cargo control number in this situation. The contract of carriage on the Master Bill of Lading is still between the ocean carrier and the freight forwarder, with a Canadian Customs Office/Port of Destination (delivery). The rail line is only a subcontractor. Of course, the rail Primary CCN must be used for CBSA eHBL filing purposes.
