ACI eHBL 141 – If a freight forwarder files eHBL prior to departure, and the cargo is rolled from a flight/vessel, is an amendment required?

No. If the Primary CCN and the Previous CCN stay the same, there are no data elements for the freight forwarders eHBL filing that need to be changed.
