If the shipment is a direct consignment to the importer on the master bill of lading without any house bill being issued, then there is no need to file an eHBL as there is no consolidation involved. In this case, the shipment will be included in the marine carrier’s ACI filing and will be processed for Customs release on the 9000 Cargo Control Number, with the request being made from the carrier’s terminal.
