Commodities that are regulated by the PGA and require PGA data to be submitted to CBP are eligible for entry Type 86. However, commodities that are controlled by the PGA and require fee collection will not qualify. In addition, goods that are subject to countervailing duty/anti-dumping, certain alcohol, and tobacco products, and goods that are subject to quotas cannot be filed under entry type 86.
