In order to ensure the security of air cargo, all participants in the supply chain must adhere to the ACAS requirements, regardless of which country they are operating in. This includes countries that have an NCSP in place. Being located in an NCSP country does not exempt participants from following ACAS guidelines; rather, the NCSP program simply allows for approved air cargo supply chain participants to be screened according to that country’s domestic cargo screening regime.
