eManifest is the third phase of the Advance Commercial Information (ACI) initiative, which introduces electronic advance cargo and conveyance information for carriers in highway and rail modes. Additionally, freight forwarders are required to submit electronic transmission of advance secondary data, such as House bill and House bill Close Message. Importers and brokers will eventually have the option to electronically submit advance importer data and the reporting of multimodal cargo in air and marine modes will also be introduced. eManifest is thus the latest phase of the overarching ACI initiative. In terms of consolidations, electronic supplementary reports were required for air and ocean carriers since 2006. Now, freight forwarders are able to submit electronic house bills. With the mandatory requirement of electronic house bills for import and in-bond movements, supplementary reports will no longer be necessary for those movements, but they will still be required for Freight Remaining on Board (FROB) and In-Transit Export cargo. ACI/eManifest significantly expands the original ACI/Supplementary reports requirement.
