The submission of eHBL and carrier CCN to CBSA does not require a specific order, as long as all necessary steps are completed before the vessel sailing date. The steps include the submission of the Primary CCN (MBL) by the carrier, the Secondary CCN (HBL) by the NVO, the HBL Close Message by the NVO to close the Primary CCN, the filing of HBLs by the party under the consolidated HBL, and the submission of the HBL Close Message by the party under the consolidated HBL. These steps can occur in any order, as long as all required information is eventually submitted.
