ACI eHBL 027 – Does it matter if the FROB’s final destination is Canada or elsewhere?

The CBSA defines Freight Remaining on Board (FROB) shipments as cargo that remains on board a vessel or aircraft bound for a destination outside of Canada. For such shipments, a supplementary cargo report must be submitted by the freight forwarder. However, if the cargo stays on board in Canada and ultimately discharges in the U.S., no supplementary filing is required. For U.S. goods traveling through Canada to an overseas location, an eManifest filing must be completed.
