A House Bill (HBL) is a Cargo Control document (CCD) issued by a freight forwarder or Non-Vessel Operating Common Carrier (NVOCC) that serves as a contract of carriage between the shipper and the freight forwarder. It details the transportation of goods from a shipper’s location to their destination and includes information such as the type and quantity of goods, the shipper’s and consignee’s name and address, and the vessel and voyage number.
