ACI eHBL 282 – What is the role of a freight forwarder in eHBL?

A freight forwarder is an individual who arranges the transportation of specified goods by one or more carriers on behalf of importers, shippers, consignees or owners. It is important to note that there are two types of freight forwarders, bonded and non-bonded. Bonded freight forwarders are authorized to submit consolidated electronic house bills (eHBs) and transport cargo in bond. On the other hand, the movement of a non-bonded freight forwarder is limited to the endpoint of the bonded carrier’s Cargo Control Number (CCN). Any further transportation requires a re-manifest by a bonded carrier or freight forwarder. While freight forwarders cannot transport goods into Canada, they can transport goods inland if they are bonded.
