ACI Highway 033 – What is a Cargo Type?

Cargo Type, also known as clearance type or release option, refers to the method by which goods being transported by a highway carrier obtain approval from Customs to enter the country. The selection of the shipment type is typically the responsibility of the importer or their agent (broker). With few exceptions, the carrier should not make the decision on the shipment type and should rely on the instructions provided by their client. The most commonly used shipment type for commercial goods entering Canada is PARS, which allows for clearance from the Canada Border Services Agency (CBSA) prior to arrival at the border. For goods entering the United States, the equivalent shipment type is PAPS.
