ACI Highway 061 – When should I use “Orders In Council”?

An Orders in Council shipment is a Canadian cargo type that allows for the clearance of goods through CBSA that have been exempt from standard clearance procedures through an Order in Council.

Orders in Council are a unique form of legislation that can exempt goods from typical clearance requirements in Canada when imported by a highway carrier. To be eligible, the goods must meet the conditions specified in the relevant Order in Council, and the carrier must provide the OIC number for reference.

One popular Order in Council frequently used by highway carriers is the Courier Imports Remission Order, which exempts shipments valued at $20 CAD or less, excluding certain items such as alcohol and tobacco products. This Order is assigned OIC number 85-2955.
