Japan AFR 27 – Why is Pre-arrival filing (the current rules) retained before entry into port in Japan?

The Pre-departure filing (new rules) requires cargo information that includes scheduled cargo to be loaded on a vessel intending to enter Japan. At the time of the filing deadline, some unfixed information such as cargo quantity can be included. Japan Customs must confirm if the cargo filed in the Pre-departure filing is loaded and unloaded at a port in Japan. Therefore, the shipmaster, who is ultimately responsible for the cargo information on a foreign trading vessel, must also file according to the Pre-arrival filing (current rules). To reduce the administrative workload on filing, the filed cargo information in the Pre-departure filing can be reused on NACCS as part of the cargo information required in the Pre-arrival filing as a new procedure.
