The master loader is responsible for ensuring that their direct co-loaders have submitted their House bills. This includes ensuring that their clients have submitted all the necessary information for the CBSA to perform a risk assessment. If there are multiple tiers of co-loaders, the freight forwarder at each level is responsible for getting their cargo to cargo complete.
