ACI eHBL 052 – How does CBSA define in-transit shipments? Will HBL filings be required for in-transit shipments when eManifest is implemented?

The Canadian Origin In-transit (COI) procedure involves goods that depart from Canada under the control of a Cargo Control Document (CCD) with the intention of returning to Canada. The same CCD that was used to control the goods during their departure will also control them upon their re-entry into Canada.

On the other hand, the Non-Canadian Origin In-transit (NCOI) involves goods that enter Canada under the control of a Cargo Control Document (CCD) with the intention of leaving the country. The same CCD that controlled the goods upon entry into Canada will continue to control them during their departure. If the goods are not confirmed to have left the country within 40 days of their entry, the CBSA will initiate tracing procedures. 

For consolidated in-transit shipments, the carrier is expected to provide consolidated pre-arrival electronic cargo and conveyance information to the CBSA (including freight forwarder to freight forwarder and all types of freight) and the freight forwarder is expected to provide pre-arrival electronic house bill data that includes a detailed description of the consignee and shipper information.
