The reason for rejection code W91 is that another house bill has already submitted a close message with the same Previous CCN that the client used. To resolve this, coordinate with the carrier or master freight forwarder to confirm the correct Previous CCN to close the eHBL. Once the correct Previous CCN is provided on the Close Message and submitted as an Original, this rejection is usually fixed.
