Providing an IOR number is conditional for Entry Type 86, but is required for goods that are subject to applicable Partner Government Agency (PGA) requirements.
The IOR can be the consignee name and address instead of the IRS number. The IOR number is mandatory depending on relevant Partner Government Agency requirements.
