ACAS 01 – Why was the Air Cargo Advance Screening (ACAS) program implemented by the government? Under what legal authority does it operate?

In response to heightened security risks, the U.S. Customs and Border Protection (CBP) and Transportation Security Administration (TSA) implemented the Air Cargo Advanced Screening (ACAS) pilot program to improve security for air cargo shipments entering the country. CBP’s authority to do this comes from the Trade Act of 2002, while TSA’s authority comes from the Aviation Transportation Security Act.
