ACI eHBL 259 – Can a freight forwarder submit eHBL data if not all co-loaders/forwarders in that consolidation are transmitting?

Yes. If a forwarder higher in the co-load files eHBL, lower-tier forwarders may file eHBL or ACI and paper.
