Generally, these cases remain open for years before being resolved, and upon liquidation, the government seeks substantial additional duties from the importer. Many times, importers cannot pay the government (or are out of business altogether). Due to the higher quality and quantity of ADD/CV bonds, insurance companies are extremely concerned about the claims associated with them.
