ACI eHBL 108 – Can a non-bonded freight forwarder file eHBL for a single back-to-back? What happens if there are two non-bonded forwarders on the master bill of lading?

A non-bonded freight forwarder can use their 8000 code to file for a single or back-to-back shipment. The sublocation code of the eHBL data must match the sublocation code of the bonded warehouse above it (i.e. the Previous carrier). If there are multiple tiers of non-bonded 8000 freight forwarder codes, all must match the sublocation code used by the bonded carrier code above. Some NVOCCs are testing in November 2021 to see if multiple tiers of 8000 CCNs on a single FCL shipment can clear Customs at a Primary terminal. If all the 8000 CCNs in the tiers are cleared, it should result in the D4 Deconsolidation Notice flowing to the Primary warehouse or terminal.
