ACI eHBL 123 – If one of the lower consolidators fails to file eHBL in a timely manner, is it correct that the container will not be loaded at origin for larger NVOCCs?

Starting from June 4, 2021, eHBL data and Close messages must be filed for every shipment in the consolidation within designated timeframes. For marine mode, this means at least 24 hours prior to loading of the vessel at the overseas port of departure. Failure to transmit all eHBLs within that timeframe will result in a Do Not Load order at origin. eHBL data and Close Message data can be filed up to 90 days prior to loading in the marine mode.
