Japan AFR 21 – In the case of co-loading, whose House B/L should be filed, and who is responsible for filing AFR?

In the scenario where three NVOCCs (NVOCC A, NVOCC B, NVOCC C) have registered with NACCS/Japan and obtained Reporter IDs/Passwords, and NVOCC A makes a booking with the ocean carrier for a container while NVOCC B and C co-load their cargo, the NVOCC who has a contract with the carrier, which in this case is only NVOCC A, is required to file the House B/L information. As a consignor who knows the cargo information based on the House B/L level at the time of departure, NVOCC A is obliged to file cargo information.
