What is ACI eHBL and how do you ensure compliance?

The ACI eManifest House Bill (eHBL) is a Canada Border Services Agency (CBSA) requirement mandating freight forwarders to submit house bills, corresponding close messages, and/or supplementary shipment data within specified timeframes.

House bills are essential for all consolidated imports and in-transit shipments. Additionally, supplementary cargo data is required for consolidated shipments, which must also possess a valid CBSA-issued carrier code.

House bill submission timeframes

Air

  • At least 4 hours prior to arrival in Canada. 

Ocean

  • At least 24 hours prior to loading container or prior to arrival, dependent on shipment type and origin.

ACI eHBL refers to the Advance Commercial Information (ACI) Electronic House Bill of Lading (eHBL) program implemented by the Canada Border Services Agency (CBSA). It is part of CBSA’s eManifest initiative aimed at streamlining customs clearance processes for freight shipments entering Canada. Freight forwarders are required to submit house bill, house bill close message and/or supplementary cargo data within the timeframes specified. House bills are required for all consolidated import, and in-transit shipments. Supplementary cargo data is required for consolidated Freight Remaining On Board (FROB) shipments in the air and marine modes. 

Bulk Goods: These are products transported in large quantities, typically loose, and stored directly into a transport vessel without the need for individual packaging.

Containerized Goods: Commercial goods that are efficiently packed and transported within standardized containers.

Break-Bulk Goods: These are products transported in individual packaging units, which are loaded and unloaded individually without the use of containers. Break-bulk goods may be palletized, bagged, strapped, bundled, drummed, or crated. 

All NVOCCs, Freight Forwarders, and Co-loaders issuing House Bills are required to file the ACI eHBL and Close Message. 

You will need a Carrier Code and complete the CBSA EDI Application form for ACI (register for eHBL and mailbox for D4 Notices). 

When your account setup is successfully completed by our Billing Department, you’re all set to begin filing and submitting your ACI eHBL. 

Primary CCN (Master Bill Number), Movement Type, Indicator mode, Port of Destination / Exit, Port of Destination Sublocation Code, Port of Discharge / Subloc Code (if any) Consolidator, Consolidation SNP Party, if the shipment is consolidation. Container Details, Seal #.

House bill: Movement Type, Mode Indicator, Carrier Code, Port of Destination / Exit / Subloc Code, HBL CCN , Previous Cargo Control Number, Business Name.

Commercial Parties: Shipper, Consingee, Notify Party Cargo Header: Total Weight and UOM. Total Volume and UOM Cargo Details: Line Items: Cargp Description, Quantity and UOM, Gross Weight and UOM. UNDG code (if HAZMAT).
