What is Japan AFR and

The Japan Advance Filing Rules (Japan AFR) mandate that ocean carriers and non-vessel operating common carriers (NVOCCs) electronically file Japan-bound cargo information at least 24 hours before vessels depart from their ports of loading.

Ocean carriers and NVOCCs can seamlessly submit their AFR information and receive Customs responses.
