FAQ 26 – What is a CBSA Deconsolidation Notice?

The CBSA has made the deconsolidation notice available to freight forwarders using the eManifest Portal and clients using Electronic Data Interchange (EDI). This electronic notice informs clients that the CBSA has authorized the transfer of cargo control from a consolidated shipment to the individual house bills submitted by a freight forwarder. The notice allows the bonded freight forwarder to move in-bond goods within the consolidation and serves as notification to the party liable for duties and taxes that the cargo document being deconsolidated is acquitted.

For single shipments, freight forwarders must ensure that the CBSA releases the shipment before picking it up from the warehouse. If the CBSA places a “HOLD” on a shipment, freight forwarders must make sure that the hold is removed before removing the shipment from the warehouse, even if a deconsolidation notice has been transmitted by the CBSA.

Currently, the deconsolidation notice is optional and parties must register to receive it. The CBSA encourages all parties to register to receive the notice as it will make the transmission of house bills for freight forwarders smoother and reduce the paper burden on everyone involved in the transportation and cargo control process.
