• FRC is submitted as a change only.
• FRI is submission as original data or ADD.

It is recommended to only use one system to submit HAWB. This will make the process much less confusing for the AMS filer. However, with that said, only remaining HAWBs that have not been included in an original submission can be submitted as FRI.
