All commercial cargo, unless subject to an exemption, must be reported electronically to the CBSA in advance. Each trade partner must provide pre-arrival eManifest data to the CBSA within the specified timeframes for each mode. If there is a freight forwarder involved, the CBSA will expect the freight forwarder to provide the pre-arrival data.
