Currently, empty vehicles in air and sea modes of transportation are exempt from sending pre-arrival/pre-load information and thus are exempt from sending the CACM. But if a carrier decides to voluntarily send an electronic ACI conveyance report for a vehicle that is exempt from ACI, the CACM must be sent for the arrival status in the CBSA system to be completed.
