That is correct. In order to use a Document Image Functionality (DIF) on a declaration, it must first be submitted separately and accepted by the Canada Border Services Agency (CBSA). Once the DIF has been accepted, it can be attached to the Integrated Import Declaration (IID) transaction for the shipment.
