From November 7, 2016 to January 10, 2017, the CBSA offered a transition period to freight forwarders during which penalties were not imposed and the CBSA assisted in corrective measures. From January 11, 2017 to July 11, 2017, freight forwarders who were not compliant with eManifest requirements faced non-monetary penalties under the CBSA’s Administrative Monetary Penalty System (AMPS). From July 12, 2017, freight forwarders who were non-compliant faced monetary AMPS penalties.
