The Canada Border Services Agency (CBSA) requires ocean carriers and freight forwarders to electronically transmit data to the CBSA 24 hours before the loading of cargo at a foreign port. For containerized cargo, the data must be submitted 24 hours prior to loading. For bulk cargo, the data must be submitted 24 hours before the arrival at a Canadian port. The conveyance report must be submitted within 24 hours of departure from the last foreign port. Empty containers require a conveyance and cargo report to be submitted 96 hours before the arrival at a Canadian port. For voyages that are less than 96 hours, the reports are required at the time of departure.
