Importers that have a shipment arrive with no prior ISF completed can expect CBP to withhold release of the shipment and also conduct an NII. CBP may also conduct examinations of the cargo to encourage bond usage for future shipments subject to ISF. CBP acknowledges a liquidated damage claim cannot be assessed without a bond attached to the ISF transaction.
