Effective January 4, 2021, all house bills destined for Canada must include both an eHBL data transmission and a Close Message data transmission. Freight Remaining on Board (FROB) and cargo in-transit through Canada are exempt from eHBL filing requirements and must instead use ACI S10 Supplementary data for risk assessment purposes. Freight forwarders may continue to use both systems until the CBSA eventually transitions to a single eHBL system. [Ref: Customs Notice CN16-23]
