ACE eManifest filing is not required for free of duty shipments, but carriers can submit ACE information for them for record-keeping and faster border processing. If the shipment is free of duty, the carrier must report it by creating an ACE Shipment with the shipment type “7523 – Entry and Manifest of Merchandise Free of Duty” and submit the ACE eManifest.
