The carrier creates a PAPS shipment in ACE.
The shipment control number used must match that used as the BOL number by the creator of the QP in bond. 
ACE will convert the PAPS shipment to a pre filed in bond as long as the SCN and the BOL numbers match.
The QP will populate in the Entry Number field in your ACE.
