ACI eHBL holds the freight forwarder responsible, as per the Customs Act. To participate in eHBL, the freight forwarder must first register their carrier code with the CBSA. If the freight forwarder decides to delegate the filing responsibility to another party, they may do so, but they will still be held accountable for any errors that may result in AMPS penalties.
