ISF Enforcement currently applies only to ISF-10s and carrier messages for vessel stow plans and container status messages. ISF-5s for FROB, IE or T&E cargo is not currently subject to ISF Enforcement. CBP has indicated that enforcement for ISF-5s will not occur until CBP provides a Final ISF Rule that clarifies the regulations to correctly define the liability of the ISF-5 Filer. CBP has not provided an estimated date for issuing the ISF Final Rule or implementing enforcement for ISF-5s.
