For all house bill submissions, freight forwarders can submit pre-arrival changes (until the CBSA has received the conveyance arrival certification message upon arrival for non-highway modes and arrived by the Canada Border Services Officer (BSO) in highway mode) to the conveyance and goods at FPOA. Post-arrival, the freight forwarder must use the amendment transaction to transmit any subsequent changes.
