The Port of Discharge and Port of Discharge Sublocation Code are considered “Conditional” data elements for all Movement Types. It’s important not to mistake them for the mandatory data elements of Port of Destination/Exit and Port of Destination/Exit Sublocation Code, which are required for eHBLs with the Movement Type In-Transit.
