However, being bonded is important as it allows for the unrestricted movement of goods on the cargo documents. Non-bonded freight forwarders can submit House bills, but they may not be able to move the cargo beyond the primary warehouse unless it is destined to the place of release. Bonded freight forwarders must be Canadian residents.
