There are two reasons why eHBL filing is not necessary:
Firstly, if the master bill of lading is directly consigned to the final consignee without involving a freight forwarder, there is no house bill and therefore no requirement for eHBL data.
Secondly, if the shipment is in transit through Canada under the master bill of lading, it is exempt from eHBL filing requirements. However, the carrier must still file any necessary ACI supplementary data to ensure the cargo is loaded properly.
