There are various options available for clients who face the situation where the warehouse operator has not received the Deconsolidation Notice. If the freight forwarder has received the electronic Deconsolidation Notice, they can print the notice and give it to the warehouse operator. There is no need for the CBSA to stamp the EDI Deconsolidation Notice, and the warehouse operator may confirm with the ports if they can transfer the shipment to the freight forwarder without the CBSA stamp. For clients who do not register for Deconsolidation Notices through EDI or use the eManifest Portal, they can print the house bill close message and present it to the CBSA for stamping. Once stamped, it can be given to the warehouse operator to authorize the freight forwarder to take possession of the shipments. Clients can also print the House Bill Status History from the eManifest Portal, and no CBSA intervention is required. Additionally, the freight forwarder can provide a copy of the consolidated cargo control document to the CBSA for stamping. The BSO will verify, stamp, and notate the related house bill cargo control numbers on the consolidated cargo control document. All of the paper options are listed in Appendix A of D3-3-1, Freight Forwarder Pre-Arrival and Reporting Requirements.
