PAPS shipments must be declared on an ACE eManifest. To report a PAPS shipment the carrier will need to create an ACE Shipment designated as PAPS and make sure that the shipment is sent as part of their ACE eManifest.
Carriers should take special care when entering PAPS shipments in ACE to ensure that the PAPS Number entered matches the PAPS Number provided to the Customs Broker. Delays at the border can result from failure to do so. In addition to reporting on the eManifest, PAPS declarations must also be accompanied by formal entries filed with the Customs Broker. It is the carrier’s responsibility to ensure the Customs Broker clears the PAPS prior to the driver’s arrival at the border. On the carrier’s eManifest, the broker’s entry numbers are displayed for the carrier to verify.
