ACE manifest filing requirements do not apply to returned American product shipments, however carriers may submit ACE data in order to streamline border processing and improve records.
To report a Returned American Products Shipment the carrier will need to create an ACE Shipment with the Shipment Type “3311 – Declaration for Free Entry of Returned American Products” and submit this information on the ACE Manifest.
Although a Returned American Products Shipment is different from a PAPS shipment, the carrier will still need to provide a unique Shipment Control Number and all other information normally required for an ACE shipment including Shipper, Consignee, and Commodity information.
Informal Entries do not require Customs Broker involvement and carriers will not receive Entry Numbers. At the border, the driver should be prepared to show a copy of Customs form 3311 to the Customs Officer.
