The Federal Maritime Commission (FMC) is an independent U.S. government agency that is responsible for regulating the international ocean transportation of goods in the U.S. foreign commerce. The FMC is responsible for issuing and enforcing regulations related to the licensing and bonding of ocean transportation intermediaries (OTIs), including Ocean Freight Forwarders (OFFs) and non-vessel-operating common carriers (NVOCCs). The FMC also has jurisdiction over the rates and practices of ocean carriers and the financial responsibility of OTIs.
