Yes, the regulations for Freight Remaining on Board and in-transit are identical for air and marine shipments. If there are no Canadian freight forwarder requirements, no Canadian consignee listed in the master contract of carriage, and no Canadian-bound house bills, an eHBL is not required. Instead, the air carrier must file its mandatory ACI data.
